Assocham seeks EC's clarifications on pending environment & forest clearances

Apex industry body Assocham has urged the Election Commission of India to urgently provide all clarifications sought by the Ministry of Environment and Forest (MoEF) vis-a-vis environment, forest, wildlife and other necessary clearances which have been pending since the implementation of Model Code of Conduct (MCC) from Mar. 5, 2014.

"All the project proponents are facing a lot of difficulties owing to delay in grant of environment and forest clearances by the MoEF," said DS Rawat, secretary general of The Associated Chambers of Commerce and Industry of India (Assocham) in a communication addressed to the chief election commissioner, VS Sampath.

"About a month ago, the Ministry had sought clarification from the EC regarding on-going clearance processes under different statutes however, the matter is still pending with the EC," said Rawat. "Many of our members are facing a lot of problems."

The environment clearance, inter-alia includes appraisal of projects by the sectoral expert appraisal committees (EACs) which make appropriate recommendations to the ministry based on which it takes the decision about grant of EC.

Similarly under the forest clearance process, the cases are considered by the Forest Advisory Committee (FAC) and based on its recommendations the cases of forest clearances are decided by the ministry.

The standing committee of national board of wildlife considers the proposal which requires wildlife clearance and makes recommendations based on which decision is taken by the ministry. All the aforesaid clearances are ongoing regulatory activities of MoEF, Rawat added.
